Tony Blair was usually relaxed and charismatic in front of a crowd. But an encounter with a woman in the audience of a London television studio in April, 2005, left him visibly flustered. Blair, eight years into his tenure as Britain’s Prime Minister, had been on a mission to improve the National Health Service. The N.H.S. is a much loved, much mocked, and much neglected British institution, with all kinds of quirks and inefficiencies. At the time, it was notoriously difficult to get a doctor’s appointment within a reasonable period; ailing people were often told they’d have to wait weeks for the next available opening.

... In the summer of 2020, the Stop A.A.P.I. Hate Youth Campaign interviewed 990 Asian-American young adults across the United States about their experiences during the pandemic, and found that one in four had reported experiencing racism in some way. Kids said that they had been bullied, physically harassed and had racial slurs shouted at them. Dr. Juliana Chen, a child and adolescent psychiatrist at Mass General Brigham, said that kids who experience this kind of racism may stop going to school or speaking up in class. They might start acting out, feel unwell, have trouble sleeping or struggle with depression.

For much of 2020, the world pinned its collective post-pandemic plans on a single, glimmering end point: the arrival of an effective COVID-19 vaccine. The resounding refrain of “when I’m vaccinated” has long conjured images of people shedding their masks, hugging their friends, and returning to a semblance of normalcy. In recent weeks, I’ve heard dozens of stories from friends, family members, and co-workers about vaccinees who are immediately dropping their guards after their shots, in some cases discarding their masks and congregating with others.
