The Source Is the Message: The Impact of Institutional Signals on Climate Change-Related Norm Perceptions and Behaviors

Social norm change as a policy tool for addressing collective action problems raises the question of whether institutions can influence social norm perceptions. In a randomized experiment, we investigate how institutional signals affect norm perceptions and behaviors. Top-down signals modified perceptions of social norms but also crowded out individual contributions.
