From Counties to Classrooms: Associations between Community Racial Bias, School Demographics, and Black–White Special Education Placement Disparities

Abstract
Using national data, we tested whether county-level racial bias and school composition predict special education classifications of emotional disturbance and intellectual disability for Black and White students. County bias predicted higher IDEA and intellectual disability classifications for both groups. For emotional disturbance, bias predicted higher Black and lower White classifications.
