Rescue First, Prevention Later: How Emotional Narratives Pull Public Priorities Downstream

We investigated psychological factors that bias preferences towards downstream over upstream public health programs. Across three experiments (N=942), participants prioritized downstream programs. Emotional engagement with redemptive narratives in downstream success stories predicted greater downstream bias. Results highlight how emotional/narrative cues shape preferences and provides insight on nudging support upstream.
