Youth Who Do Not Engage In Services Are Frequently Re-Referred

We tracked 40 youth referred to competency attainment programming on multiple occasions, measuring the efficacy of repeat attempts. We found 17.5% of youth achieved a "Satisfactory" outcome on a subsequent referral and 25% were "Terminated Not Served.” On average, youth are referred back 2.3 times before being discharged.
