The study delves into the non-compliance complaints filed against school districts in commonwealth states under IDEIA. A content analysis of IDEIA non-compliance determinations made by state education departments was conducted. These determinations highlight the specific IDEIA regulations causing difficulties for schools and the educational practices leading to non-compliance.
