Is Poverty Low Control over Queue Priorities?

Abstract
The poor face multiple uncontrolled demands on their resources. Some use "scarcity" to explain biases in decision making, including attentional shifts. We provide an improved theory and argue that these changes in the decision process result from low control over priority queues. We propose experiments to test our hypotheses.
