Relative Group Strength of the Party over Policy Effect: Pandemic Edition

Abstract
The party over policy effect suggests that individuals use their party's policy position as a decision making heuristic whether or not that position conflicts with previous positions. Does a large scale crisis affect its presence? Are conservatives or liberals more susceptible to this effect? Is it measurable internationally?
