Secondary Analyses of Data on Early Care and Education

OPRE intends to award up to eighteen grants to fund research to conduct secondary analyses of data on early care and education datasets. These grants will provide funding to address key questions that will inform both policy and future research. Existing data, which may have been collected for purposes other than research, may be used to answer questions relevant to the goals and outcomes of the programs administered through the Administration for Children and Families (ACF), specifically the Child Care and Development Fund. Applicants must propose a study relevant to at least one of the following research topics: (1) subsidy policies, practices, and procedures; (2) payment practices and payment rates; (3) TANF families and other special populations in child care; (4) ongoing child care quality improvement; (5) recruiting and retaining a skilled and effective workforce; or (6) child and family well-being. At the end of the project period, successful grantees are required to produce at least one research-to-policy or practice brief and give at least one presentation at a professional/national meeting or conference with the goal of disseminating study findings broadly to policy, practice, and research audiences.

Eligibility under this announcement is limited to institutions of higher education, non-profit organizations, and for-profit entities that apply on behalf of researchers who hold doctorate or equivalent degrees in their respective fields, conduct research as a primary professional responsibility, and have been first or second author on publications in peer-reviewed research journals. ACF encourages applications from Tribally Controlled Land Grant Colleges and Universities, Historically Black Colleges and Universities, Hispanic Serving Institutions, Alaska Native and Native Hawaiian Serving Institutions, and faith-based institutions of higher education.

Up to $150,000 may be awarded for one budget/project period of up to 17 months. Letters of intent are due by June 1, 2015; applications are due by June 29, 2015.
